it depends how you do it.
personally, I would just say "If ANY of you tell anyone about this, your ALL fired"

and it makes them afraid of losing their jobs too, they would probably get paid REALLY good too.
I’d only have a few people working on the ones that wont be released for years, because they can take longer to do it.
If they had any 20Ghz cpu´s it would be leaked already that kind of stuff you cant keep a secret lol
well the Corsair H50 can allow you to have a stable OC of 4+ Ghz, but of course that’s not a Air Cooler.

And its really hard to cool a core i7 920 at 4Ghz with aircooling. with stock cooler its 88°C and with something real fancy its 65 maybe.
They probably wont need as much cooling as I was thinking before, there will be lower voltages and transistors will be smaller

And about it all happening on a consistent basis, have you heard of Intel’s tick tock.
Where every tick is a shrinking of process technology and tock is new/improved architecture. tick tock lol not sure they follow this exactly though

and no, in the future 20 ghz processors will be cooled with your stock cooler.
just like people in the past probably said "You’ll have to cool 4 ghz processors with Liquid Nitrogen"
and now people are cooling them with a simple high performance fan, and exceeding 4 Ghz.

but they may as well just lower the speed, and sell some Core i9′s, which will happen very soon.
First of all there is no way that the development is controlled, there is a real competition between AMD and Intel.
You could use liquid nitrogen to cool them I guess, there are also some other ways
